Urban growth in twentieth century has increased the urban population dramatically and made urbanization the default way of living. Nowadays, with urban expansion and its complexity, governors and authorities cannot handle and guide the urban societies and meet the increasing demands of urban development by themselves. In this situation, a process of coordination forms among government, public sector, civil society and private sector which is called urban governance. One of the impacts of good urban governance can be investigated in the measurable concept of life quality indexes. Therefore, this study firstly aimed to analyze and determine the coordinates and dimensions of good urban governance and then by utilizing analytic hierarchy process (AHP) model, these indexes were evaluated in Districts 1, 7 and 22 of Tehran City.

In AHP model based on the standard good urban governance indexes, these indexes were divided into 4 clusters in which each of them were provided with 4 sub criteria in Expert Choice software.
By utilizing pairwise comparisons and sensitivity analysis, the study results show the weights of indexes accordingly: transparency index 0.153, participation index 0.080, accountability index 0.439 and rule of law index 0.328. Also, the inconsistency index weighs at 0.10 and acceptable level. Districts 1, 22 and 7 are respectively arranged according to governance index from highest to lowest.
