Abstract:

Noor is a city in western Mazandaran province and also the administrative center. It is developing for few years by focusing on tow pivots tow become changed on the one hand in tow a university town" but on the other hand in tow" seashore capital of Iran" There are 15000 students who studying at 6 academic institutions in this city with a population of over 20000 people nowadays. A great deal of the students come to the city from the other parts country of the country especially Tehran. The author believes the city is changed into a resort and university town without consideration of natural environmental (green) economic and particularly socio cultural evolution infrastructures of the county as if we are encountering the social and cultural tensions between locals and students. This tensions cause suspicion of the two sides for each other furthermore, security feeling rate and cultural tension between locals and students. Behavior of each other
