A Critical Study of the Governance Condition in Iran and Some Strategies to Move towards Favorable Governance

The method and model of good governance is a new and key issue that has entered the concept of development and has rapidly attracted the attention of all people since more than 2 decades ago. According to the global indicators, good governance has 3 elements of government, private sector, and civil society. It also includes some indicators and features such as participation, rule of law, transparency, accountability, responsibility, regard for public votes, public agreement or consensus, equality, effectiveness, and efficiency. With respect to the above points, the present study aims to assess good governance indicators in the Islamic Republic of Iran based on the existing indices. The initial question of the article is: How is good governance condition from the view of triplet elements as well as features of good governance in Iran? After reviewing the governance condition based on global indicators, a hypothesis is raised that claims the global model is not useful for the evaluation of the governance condition in some countries like Iran as they need native models with some integrative standards. Due to ontological distinctions (different governance elements compared to global standards), we need a distinctive epistemological system. According to global indicators in the Islamic Republic of Iran, since policy making in political, social, economic, and cultural domains is conducted by the government (governance) through a vertical method, the results of government policy making will be incompatible with governance indicators. Therefore, regarding features of the Middle East as well as native components of Iran, we need to determine some native indicators in order to have a better perception of the governance condition in Iran.
