The Impact of Inefficiency and Weakness of the Legislative System on the Emergence of Bribery Phenomenon
Bribery is one of the most obvious examples of administrative corruption, the ill effects of which are not hidden from anyone. The existence of problems and weaknesses in the legislative system is one of the most important causes of bribery. Proving the existence of a relationship between the weakness of the legislative system and the occurrence of bribery requires signifying the topics and explaining the effectiveness mechanism that the present article deals with. The study suggests that the most important examples of the inefficiency of the legislative system affecting the emergence of bribery are: the existence of defects and weaknesses of punitive and penal regulations in dealing with perpetrators of bribery, the complexity, ambiguity and lack of transparency in some of the regulations, accumulation of laws in various fields, the obsolescence of some laws and their non-compliance with the needs of today's society, lack of necessary legal regulations and lack of convenient administrative system in obliging officials to register and declare their assets to the judiciary precisely and completely, lack of orderliness in economic laws and protocols, etc. Removing the shortcomings and weaknesses of the legal system and eradicating the causes of bribery can play a significant role in declining this ominous phenomenon in the administrative organization
