Development and Communication Foresight in Iran's Development Plans (Case Study: Vision Document Development Plan of the Islamic Republic of Iran)

The present study was conducted with the aim of development and communication foresight based on the development plan of the vision document of the Islamic Republic of Iran based on the qualitative research method. The sample was documents related to the components of development communication futurism. After data collection and theoretical saturation, qualitative content analysis method and coding method were used. Ideas for validation and quality assurance. On what topics and concepts should be selected and coded, and codes were defined according to the basic theory (theory of open social systems) and finally new concepts were extracted according to them. The results are counted using the content analysis method, the basic themes that are in the materials and notes of the communication part of the third, fourth, fifth and sixth programs. The results included 122 key themes, 29 organizing themes and 7 comprehensive themes. The results also show that the common themes in the third, fourth, fifth and sixth development plans on "Development of e-banking", "Development of information technology industry", "Development of economy and business in e-commerce environment", "Development of documentation database, e-government information "Development of national, indigenous and religious culture at home and abroad", "Development of public education system" and "Development of communication rights system".
