Designing and validating of Iran’s skill training policy capacity improvement model
The aim of the current research is to design and validating a model for improvement the policy capacity of skill training in Iran.Researcher has tried to solve the problem with the pragmatic paradigm and choosing the Grounded theory strategy and Structural Equation Model using a mixed method.Sample choosing in the expert section was purposeful and non-randomized sampling method by using hidden content analysis implemented with 15 persons.In the model testing section,Using GPOWER3.1 software with 95% accuracy and 90% generalizability of the results;According to this research sampling framework,was calculated N=215.For data collecting,semi-structured interview tool and a questionnaire were used to collect the codes from the interviews with MaxQda2020. Data pre-processing was done with SPSS26 and then SmartPLS3 was used for model analysis.With identifying the components of improving the policy capacity of skill training and the factors affecting them and implementation of all the tests in the PLS; finally, the fit index of the model SRMR=0.063 showed that the final model, has a goodness of fit, and the R2 =0.69 indicates the strength of the prediction of the said effect.The Importance-Performance Matrix Analysis chart (IPMA) showed that the indicators of efforts to increase the audience;The trustworthy decision making and budget restrictions require special attention by skill training policy makers.Also,the organization should create think tank,pay attention to human capital within the system, identifying a permanent custodian for the organizational culture,policy making reinforcement and provide necessary training in this field, review laws to prevent waste of resources, it should be on the agenda.
