Human-centered "future of work" in the challenge of technology
The "future of work" has become a major concern in global governance. The destructive potential of technological change has given rise to widespread international debate that focuses on a movement called the Fourth Industrial Revolution. The International Labor Organization (ILO) since 2015 and within the framework of its "Future of Labor" initiative, by placing the theme of "Future of Work" at the center of its activities and adopting a normative approach and choosing a concept developed in this initiative, entitled "Human Agenda" Axis aims to harmonize technological change with decent work and social justice. This article examines the creation of a "human-centered agenda" led by the International Labor Office and the World Commission on the Future of Labor, and provides a legal analysis of the challenges and conflicting views of tripartite social partners in preparing the ILO 100th Anniversary Statement (2019). In particular, it shows how the employer group, along with right-wing populist governments, shifted the "human-centered agenda" to a pro-employer perspective, thus framing workers' protectionist social policies as a means of adapting the workforce to technological change.
