Develop a model for the development of Makran beaches tourism industry with emphasis on human resources approach
Managers and experts of the Cultural Heritage, Handicrafts and Tourism Organization; University professors are in related fields who have been selected using purposive sampling and interviewed to the point of saturation (33 interviews). There are 100 people. The results obtained from the analysis of qualitative data show 136 concepts and 25 categories. The category of structural elements, cultural elements, elements of government planning and policy-making as causal conditions; Economic rules and regulations as intervening conditions, security, tourist attractions and effective and continuous evaluation of human resources as bed conditions, designing a system for updating the competencies of industry actors, designing a human resources information system, designing a performance evaluation and development system Human resources, development of individual competencies, education and awareness, development of service infrastructure, development of transportation infrastructure, integrated management and marketing development as a strategy and empowerment of human resources, improving skills, increasing the level of satisfaction, improving the quality of life of the host community The expansion of cultural exchanges between tourists and indigenous people and maintaining the cultural and traditional identity of the region, increasing employment and income and achieving sustainable tourism development are considered as the consequences of the model. In a small phase, the model was fitted using PLS software. The results obtained from the model fit showed a positive and significant relationship between the model variables.
