Emerging cyber geopolitics; An opportunity for convergence in the Persian Gulf

Today, the world is experiencing a historical and fundamental change, and one of the most important drivers of this change is information and communication technology and the emergence of the cyber ecosystem. Digital transformation is not a passing process, but a revolution with increasing speed. In this article, an attempt has been made to show how, a cooperation-oriented cyber geopolitics can be formed in the unstable and conflict-causing geopolitics of the Persian Gulf. In this regard, while explaining the reasons for the emergence and stabilization of cyber geopolitics at the global and regional level, based on the theoretical approach of neo-functionalism, he addressed the above development in the Persian Gulf not from the perspective of threat but from the perspective of opportunity and presented practical solutions for its realization. The turning point of this article is in presenting a new, constructive, converging and opportunistic understanding of the cyber issue, which in connection with geopolitics is often represented as a threat to the title and focusing on negative dimensions, often a development with negative consequences. The idea formed for this type of cooperation and even convergence has so much weight that it should be included in the official proposal of the Iranian government to the countries of the region, like the proposed peace plan of Hormuz, and efforts should be made to realize it.
