Explaining the Value Foundations Supporting the Culture of Believing in talent in I.R. of Iran Army

Abstract:
As with all organizational processes, the effective implementation of talent management requires the flow of a strong supportive culture at various levels of the organization. In the meantime, value foundations as one of the main layers of culture play a very important role in the successful implementation of this process. This study aims to explain the value foundations supporting the believing in talent culture in the I.R. of Iran Army. In this developmental-applied study with a mixed (qualitative-quantitative) approach, the values of believing in talent culture were identified based on the study of documents and semi-structured interviews with experts; then, with a quantitative approach, its structure was validated. 11 experts in the field of human capital management were selected from among 210 commanders, managers and prominent professors of AJA's headquarters and organizational universities through theoretical saturation by purposeful judgmental method to interview. Also, 136 questionnaires were conducted among participants based on Cochran's formula. Data analysis was done in qualitative part by thematic analysis method and in quantitative part by confirmatory factor analysis method in AMOS 26 software. The results show that the values of believing in talent culture can be divided into three general categories: individual, occupational, and organizational. In addition, the results of factor analysis shows that among the components of individual values, "Respect for knowledge and expertise" and "Creativity and innovation" with a factor load of 0.65; among the components of professional values, "Career growth and development " with Factor load of 0.67; and among the components of organizational values, "modeling the personality of talented in the organization" with a factor load of 0.68 have the most support for believing in talent in the I.R. of Iran Army.
