Abstract:

During the time of Pahlavi' ll she was ordered by the government as a public policy maker in the form of implementing some economic, development of the country. The purpose of these programs is to create the necessary infrastructure in economic, industrial, agricultural, communication and public services fields. In the field of public policy making, Mohammad Reza Shahs decisions led to inefficiency . Therefore, the economic and urban development of the country was achieved in the conditions that the Pahlavi government was taking steps towards consolidating the authority of the foundations of its government .This research aims to draw a kind of individual and sovereign rule on the country's public policymaking process, considering the characteristics of Iran's political society. The analysis and re-examination of these programs makes it clear that the actions of the government have brought public dissatisfaction and consequences. This research deals with the research by using the documentary approach and library studies and using the descriptive-analytical strategy.
