Presenting the ideal model for the publication of neighborhood electronic newspapers as one of the media provincial governance strategies (case study of Semnan city

The main goal of this research is to identify the optimal pattern of publishing the content of neighborhood electronic newspapers in Iran (the case study of Semnan city) as one of the models of provincial media governance. To conduct this research, grounded theory data method was used and by sampling from among the professional journalists of local media in Semnan city, structured and semi-structured interviews were conducted with 9 of these people. Theoretical saturation reached. The results of the research show that the creation of local electronic newspapers is needed in the localities, and on the other hand, experts in this field believe that the creation of these newspapers can help strengthen the social identity of the localities. Among the underlying factors of this matter, the existing capacities of these media to approach the neighborhoods, the news value of the proximity, the growth of the neighborhood, and the capacity of the media can be mentioned. Also, for the causal factors, we can mention the need of the people, the need to be seen by the people, two-way communication with the audience, making demands, the possibility of criticizing managers and increasing the effectiveness of local electronic media. The problems of formation, training and empowerment, virtual space platforms and economic issues are mentioned as part of the intervening factors, and finally, persuasion, synergy around social issues, modeling, creating capacity for officials, building trust between people and officials, solving problems. neighborhood, informing in the neighborhood and increasing people's participation will be among the consequences of this event.
