Modeling the Development of Human Capital in Universities, Higher Education and Research Centers of the Country with the approach of the General Policies of the Administrative System
The development of human resources is one of the main priorities in the Islamic Republic of Iran. The current research was done with the aim of presenting the human capital development model in universities and educational and research centers of the country with the general policies of the administrative system The research method is quantitative and it is applied in nature and survey in terms of data collection. The statistical population of all the employees of the central organization of Islamic Azad University is 1700 people, and 313 people were selected as a sample using Morgan's table and by simple random sampling method. 15 experts were selected by purposive sampling to form the expert panel. The tool of data collection is a questionnaire whose validity was confirmed using CVI and CVR indices and its reliability was also confirmed through Cronbach's alpha (0.85). After taking the theoretical foundations, using fuzzy Delphi, the components of the model were refined and divided into five categories. First and second order factor analysis was used to test the model. Fuzzy inference is used to check the amount of human capital development for different combinations. Based on the results, the "orbital value" component is an important component of the model. Also, in order to develop the human capital, justice-centered dimension and science-based and meritocracy based on Islamic ethics have more among the five.
