Administrative corruption in Iran; sociological analysis

Administrative corruption is an organizational phenomenon that has considerably slowed the pace of development in the country, creating problems and tensions therein. The present paper aims to analyze administrative corruption from a sociological point of view. It explains factors involved in causing or expanding administrative corruption, pinpointing the relation between a scio-politico-economic system and administrative corruption and focusing on the consequences of the continuation of administrative corruption. It finally gives certain mechanisms to face this problem. The method applied by the author is based on the evaluation of written documents existing in this regard. Analysis shows that administrative corruption is caused by numerous causes including mostly cultural, social, economic, political and administrative factors. It suggests that emphasizing on preemptive actions instead of punishing culprits, continuing the systematic program of fighting against administrative corruption, stressing on organizational culture, strengthening public culture, laying stress on organizational, administrative structure and making analysis on the basis of a sociological approach aiming to lessen administrative corruption as the main solutions to the problem.
