Information movement in becoming knowledge through specificity requires the information society that is determined under information providers, information processors and information seekers to have special planning. Analysis of the creation and birth of these procedures, devices, information dissemination, procedures and theories with a historical viewpoint have led to the achievement of special information approaches in the present day such as moving towards specificity, automation, quality orientation, genune information, preventing false drop andselective information. It is predicated that the third millennium will be the millennium of selective information in it’s real sense.
