Designing Performance Evaluation Indicators in Defense Strategic Centers
Evaluation systems of organizations can work successfully when their specialevaluation indicators are appropriately selected or designed. Moreover, theindicators have to be in line with organizational strategies. They must be able totransfer the mission, insight, values and strategic directions throughout its variouslevels. Performance evaluation indicators of defense research differ from those ofother organizations. It seems quite necessary that the designers of the evaluationsystem of the defense research centers are responsible for designing such indicators.This research is intended to design an appropriate evaluation system for researchcenters. A research population of 22 managers and high level professionals in thefield of evaluation at defense research centers, were selected purposefully for thisresearch. The exclusive characteristic of the indicators was that they regardedaspects such as improvement, learning, internal processes, employers and employeesmore than financial aspects.
