Investigating the Method of Providing Resources for Research and Technology During the Years of 1998-2009

Achieving the top rank in scientific and technological status in the south west Asia region was one of the most important and remarkable aspects of documentation policy making of the Islamic Republic of Iran in 2025. Securing financial resources for research and technological activities is one of the most effective factors for fulfilling this purpose. In views of research the importance of this issue، this paper aims to investigate trend of providing credit for and technological activities from the National Budget from 1998 to 2009. The aforementioned credits have seen an average growth rate of 31. 2% from 1745 Million IRR (Iranian Rial''s) in 1998 to 34531 Million IRR in 2009. During the years mentioned، on average، 77. 6% percent of these credits were financed by the public Budget and 22. 4% percent were financed by state-owned companies، banks and profit entries depending on the government. The average annual growth rate of research credits equaled to 4. 6% percent during the years of the Fourth Development Plan is less than the average mentioned index during the Third Development Plan years. The findings of this research illustrate that the main financial resources for research and technological activities currently come from the government and، since non-governmental investigation execution fields of these activities have not been provided، the government should continue the play the main role at this activity.
