Purpose
Strategic decision-making plays an important role in organizational functions and its effectiveness. As a result, the aim of this study was to identifying and analyzing the dimensions and components of strategic decision-making for the managers of education regions.
MethodologyThis study in terms of purpose was applied and in terms of implementation method was mixed (qualitative and quantitative). The research population were experts in the field of educational management and human resources management and managers of educational regions of Tehran city in 2021 year, which according to the principle of theoretical saturation number of 14 people of them were selected as a sample with using the purposeful sampling method. The research tool was a semi-structured interview that lasted 75 to 120 minutes, and their validity was confirmed by the triangulation method and their reliability was obtained by the agreement coefficient method between two coders 0.88. The data were analyzed by methods of thematic analysis and DIMTEL technique.
FindingsThe findings of the qualitative part showed that strategic decision-making for managers of education regions has 98 indicators, 23 components and 10 dimensions were include moral intelligence, individual skills, knowledge of organizational processes, cultural and value skills, knowledge of financial resources, power of change and transformation, knowledge and technology management, human resource management, intelligent planning and training. Also, the findings of the quantitative part showed that the dimensions of human resource management, intelligent planning, cultural and value skills, knowledge of financial resources, knowledge and technology management and training had more effective and the dimensions of knowledge of organizational processes, moral intelligence, individual skills and power of change and transformation had more influence.
ConclusionThe findings of this study have practical implications for specialists and planners of educational systems, especially in the education system, and they based on the results of the present study, can take an effective step towards strategic decision-making.

تغییرات جاری، بیانگر آن است که تلاش سازمانها در انطباق با شرایط خارجی برای بقا، بیشتر تکامل طبیعی بوده است تا تلاش هشیارانه .استراتژی بر اثر نیاز مبرم و فزاینده به واکنش نشان دادن به تغییرات بازار در حال تکامل است -همان نیازی که در مسطح کردن سلسله مراتب سازمانی نقش دارد- این حذف لایه های مدیریتی به نوبه خود، بر شیوه های خلق استراتژی های سازمانی اثرگذار است. از دهه 1990 پیرو پاسخگو نبودن طرح های استراتژیک تجویزی، پارادایم جدیدی در حوزه مدیریت استراتژیک و تصمیم گیری با نام رویکرد مبتنی بر شواهد پا به عرصه ظهور گذاشت. پژوهش از نظر هدف بنیادین و در زمره پژوهش های آمیخته اکتشافی است. در این پژوهش محقق ضمن داشتن نگاه آسیب شناسی به تصمیمات استراتژیک که در راس شرکت های بیمه ای گرفته می شود ابتدا مدل تصمیم گیری استراتژیک مبتنی بر شواهد را با استفاده از تیوری داده بنیاد و مدل پارادایمی اشتراووس و کوربین طراحی و سپس درجه اهمیت عوامل شناسایی شده در مدل به روش دلفی فازی تعیین گردید.کلید واژگان: استراتژی, رویکرد مبتنی بر شواهد, تصمیم گیری استراتژیک, ارزیابی نقادانهCurrent changes suggest that organizations’ efforts to adapt to external conditions for survival have been more natural than Conscious efforts. Strategies are evolving as a result of the urgent need to respond to market changes - the same need that has a role in making organizational hierarchy flat - this elimination of management layers, in turn, affects the ways in which organizational strategies are created. Since the 1990s, following the failure of prescriptive strategic plans, a new paradigm in the field of strategic management and decision-making called evidence-based approach has emerged. This research has been done in the insurance industry and while having a pathological view of strategic decisions that are taken at the head of insurance companies, the researcher has tried to find a model of strategic decision-making based on evidence from the discourses of senior managers of insurance companies. This research is fundamental in terms of purpose and it is among the mixed exploratory studies. In this study, first the evidence-based strategic decision model was designed using the Grounded theory and the Strauss and Corbin paradigm model, and then the fuzzy Delphi method was used in order to determine the importance of the factors identified in the model.Keywords: Strategy, Evidence-Based Approach, Strategic Decision Making, Critical evaluation
