جنوب شرق و شرق ایران به دلیل خشکسالی های متعدد، سدسازی های بالادستی و تغییرات شدید کاربری اراضی طی سال های اخیر به یکی از مهم ترین کانون های تولید گردوغبار تبدیل شده است. در این مطالعه باهدف توزیع زمانی- مکانی گردوغبار فصلی در شرق و جنوب شرق ایران از داده-های ایستگاهی (15 ایستگاه سینوپتیک طی دوره 2015-1980)، شاخص عمق نوری هواویز (AOD) سنجنده MODIS ماهواره Terra و شاخص جذب هواویز (AAI) سنجنده OMI ماهواره Aura طی دوره 2015-2005 استفاده شد. برای ارزیابی روند روزهای گردوغباری آزمون ناپارامتریک من-کندل (MK) به کاربرده شد. نتایج نشان داد که متوسط روزهای گردوغباری در این منطقه از ایران 24/9 روز است و بیشینه روزهای گردوغباری با 51/45 روز در فصل تابستان در ایستگاه زابل اتفاق می افتد. تغییرات فصلی گردوغبار شرق و جنوب شرق ایران دارای دو فاز حداکثری بهاره و تابستانه است. همچنین گردوغبار با ارتفاع و عرض جغرافیایی رابطه معکوس نشان داده است. پارامترهای جوی، خشک شدن رودها و دریاچه_ها و تغییرات کاربری اراضی سه عامل اساسی در تولید گردوغبار در شرق و جنوب شرق ایران هستند. داده_های ماهوارهای و ایستگاهی چهار منطقه شامل سواحل مکران، بسترهای خشک شده دریاچه_های هامون و جازموریان، دشت لوت و منطقه مرزی ایران، افغانستان و پاکستان را به عنوان کانون های اصلی تولید و انتشار گردوغبار نشان دادند. روند گردوغبار در غالب ایستگاه_های مطالعاتی به غیراز ایستگاه های زابل، بم و کرمان روندی افزایشی را نشان داده است و در فصل بهار بیشینه شدت روند گردوغبار و در فصل تابستان بیشینه وسعت مکانی پهنه_های با روند افزایشی گردوغبار قابل مشاهده است.

In order to evaluate the seasonal variations of dust, 15 synoptic stations were selected during 1980–2015 and then extracted from the present weather codes. Additionally, the AOD index of the Terra MODIS satellite sensor and the Aura Satellite Aerial Index of Absorption (AAI) were used during the period 2015–2005. Mann-Kendall nonparametric test was used to investigate the trend of dust days and Spearman correlation method was used for correlation of dust days. The average days of dust in this region are 9 days and maximum days of dusty days are 45 days that occur in Zabol station at summer. Intra-seasonal variations of dust over east and southwestern of Iran have two maximum phases at spring and summer. Dust also has an inverse relationship with altitude and latitude. Climate parameters, drying up of rivers and lakes, and land use changes are three major factors in dust production in eastern and southeastern Iran. Main sources of dust production and emission over the region are (1) Makran coast; (2) Hamoun and Jazmourian dried bed (3) Lut Plain and (4) Border region of Iran, Afghanistan and Pakistan. At most stations except Zabul, Bam and Kerman have an increasing trend of dust events.

شهرنشین شدن جمعیت، افزایش جمعیت شهرها و به دنبال آن توسعه شهرهای کوچک و بزرگ از ویژگی های عصر حاضر است و توسعه ی پایدار آن ها در گرو داشتن برنامه ریزی و مدیریت شهری کارآمد است آنچه همواره در مدیریت شهری مورد توجه است عمدتا مسائل و مشکلات کلانشهرها و شهرهای بزرگ، گاهی شهرهای میانی می باشد و کمتر توجهی به مسائل و مشکلات مدیریتی در روستا شهرهامی شود، در صورتی که اگر روستاشهرها بتوانند از نظر اقتصادی خودکفا باشند می توانند با پذیرش سهم عمده ای از عوامل منابع تولید، سرمایه گذاری و نیروی انسانی منطقه موجب شکوفایی و رونق ناحیه پیرامونی خود گردند
هدفپژوهش حاضر تلاش دارد تا به بررسی چالش ها و راهبردهای روستاشهرهای بخش بندپی شرقی و غربی از شهرستان بابل بپردازد.
روشروش تحقیق در این پژوهش توصیفی- تحلیلی و جمع آوری داده ها مبتنی بر روش اسنادی و میدانی است. جامعه آماری پژوهش خانوارهای ساکن در بخش بندپی غربی و شرقی از شهرستان بابل است که با بهره مندی از روش کوکران 200 خانوار به عنوان نمونه آماری تحقیق انتخاب شده اند؛
نتایجبا جمع آوری اطلاعات و تجزیه و تحلیل آن ها این نتایج حاصل شد که این گونه روستاشهرها با موانع و مشکلات اساسی چون دفع و تفکیک زباله، عملکرد ضعیف نهادهای شهری، پایین بودن مشارکت شهروندان در طرح های شهری و... دچار هستند که این چالش ها با راهبردهای چون تقویت سازمان های شهری، توسعه و گسترش خدمات و امکانات شهری و استفاده از ظرفیت های منطقه ای و... مسطح خواهند شد.
نو آوریبا توجه به اینکه روستاها شهرها به عنوان حلقه اتصال دهنده شهر و روستا نقش مهمی در تعادل و توازن منطقه ای داشته باشند بنابراین بررسی چالشها و مشکلات فرا رو و تعیین راهبردهای توسعه فضایی این گونه سکونتگاه ها از نوآوری پژوهش حاضر محسوب می شود.

The sustainable development of the mentioned items is bound to having an efficient urban management and planning. Urban management focuses highly on the issues of metropolises, large cities and sometimes mid-sized ones, and it gives much less attention to the managerial issues in rural urban areas. However, if rural urban areas can be economically independent, they can play a significant role in flourishing and booming their surrounding environment through holding a major share of production, investment and human resources.
ObjectiveThus, the present study aimed to investigate the challenges and strategies of rural urban areas which have recently turned into towns.
MethodThis is a descriptive-analytical research which collected its data through the documentation and field techniques. The population included households residing in East and west Bandpey district of Babol town, among which two hundred households were randomly selected as sample using the Cochran's method.
ResultsFinally, after information collection and analysis, it was concluded that such rural urban areas are facing fundamental issues and obstacles such as waste disposal and separation, poor performance of urban bodies, low engagement of citizens in urban projects, etc. which can be resolved through adopting strategies such as reinforcement of urban organizations, development and expansion of services and urban facilities, utilization of local potentials, etc.
InnovationConsidering that village-cities as a city-village link play an important role in regional equilibrium, the study of the challenges and challenges of the future and the determination of the spatial development strategies of these settlements is an innovation of this research

عمران روستاها با تاکید افراطی بر عناصر کالبدی و بدون برقرار ارتباطی نظام وار و هدفمند با سایر ویژگی های ساختاری- کارکردی حاکم بر فضای جغرافیایی از اولویت خاص برخوردار شده است. مقاله حاضر عوامل موثر در موفقیت اجرای طرح های هادی روستایی در بخش شرقی استان گیلان را با تاکید بر عوامل جغرافیایی مورد بررسی قرار می دهد. روش کلی تحقیق در این مطالعه توصیفی- تحلیلی بوده و داده های اصلی مورد استفاده در آن بر اساس نظر سنجی از ساکنان روستاهای مورد مطالعه بدست آمده است. نتایج عمده بدست آمده از این تحقیق عبارت است از: موقعیت استقرار، فاصله روستا از مراکز شهری و اندازه جمعیت روستا با میزان موفقیت اجرای طرح های هادی روستایی دارای رابطه قوی می باشند. روستاهای واقع در نواحی کوهستانی با اندازه جمعیتی متوسط و دورتر از مراکز شهری از نظر اجرای طرح هادی نسبت به روستاهای واقع در نواحی جلگه ای، نزدیکتر به شهر و با جمعیت بیشتر از موفقیت بیشتری برخوردار بوده اند. شناخت و آگاهی روستائیان از طرح هادی و میزان مشارکت آنها در جریان تهیه و اجرا، از عوامل مهم دیگر در دستیابی به اهداف این طرح ها هستند.کلید واژگان: روستا, طرح هادی روستایی, اجرای طرح, عوامل جغرافیایی, شرق گیلانIntroductionWith about 22 million inhabitants, rural areas of Iran contain 29% of the population in the country in 2011. During the past two decades, rural development policies of the government have aimed to improve the living conditions in rural areas. One of these policies was the preparation and implementation of rural guide plans which mainly have tried to organize the physical development within the villages. Even though a great number of rural guide plans have been prepared over the past years, a small number of them have been put into action, mainly because of the shortage of financial resources. Also the success of implemented plans has not been the same within the villages. The main objective of this research is, therefore, to analyze the influencing factors in the success of executed rural guide plans in the east of Guilan Province, Iran.
ResearchMethodologyThe research method utilized in this study is descriptive and analytic method. Most of the employed data comes from a field survey. Thirteen villages in which rural guide plans had been implemented were selected in the eastern part of Guilan province in the north of Iran to evaluate their achievement level in implementation process.
These villages included Dehka, Dehshal, Espili, Golsefeed, Lialestan, Moridan, Mousa kellayeh, Peerkooh, Reza mahalle, Roud baneh, Shoveel, South Chof, Tool Lot Nine of the villages were located in the plain area and four in the mountainous area. 25 person in each village and a total of 325 residents were interviewed for this research. The selected villages were evaluated for the level of achievement for plan implementation for which 18 indicators used for the analysis. Pearson correlation analysis was used to find out the causal factors for the achievement level of selected villages for plan implementation.ResultsIn the first part of this study, the selected villages were evaluated in terms of their achievements in the implementation of rural guide plans using 18 parameters. Based on this evaluation, the average achievement for 13 villages was 52.77%. Among the villages, three of them including Mousa kellayeh, Peerkooh and Espili with 77.3%, 72.2% and 65.6% respectively had the biggest achievement, three other villages including Shoveel, Roud baneh and Lialestan with 55.6%, 52.4% and 51.1% had around the average achievement while the remaining villages had below the average level. The least achievement was related to South Chof village with 38%.
The second part of study analyzed the underlying factors for the achievement levels of selected villages for plan implementation. One of the main factors regarding the degree of achievement is distance from city centre and access to urban services. Despite our assumption that closer villages to city centers would have higher level of achievement, the Pearson correlation indicated that there is a significant positive relationship between distance and plan achievement level (R= 0.85). This means that the more distance between a village and the city centre, the more achievement level in plan implementation. The main reasons for this, perhaps, could be related to the lesser expectation and higher cooperation of the residents of remote villages compared with the closer villages to city centers. Another important factor considered for the plan achievement level was the geographical situation of the selected villages. As stated earlier, four of the villages were located in mountainous region, two in the foothills and the rest in plain area. A significant correlation of (R= 0.8) indicates that villages located in mountainous area have higher level of plan achievement. The reason for such relationship could be incorporated to the older physical structure of the buildings and the higher cooperation level of residents in these villages in comparison with the villages located in plain area.
Another underlying factor for achievement level of plans is the time gap between preparation and implementation of the plan. Even though a correlation of (R= -0.43) does not indicate important relation between these variables, however, it shows a medium level inverse relationship between preparation and implementation time gap for the guide plan in a way that the less time gap between preparation and implementation of the plan, the more achievement level is for the plan From social perspectives, the most important factor in the achievement level of plans is public participation in the process of preparation and implementation of the plans. A significant relation of (R= 0.92) indicates how public participation matters in the achievement level of rural guide plans. All of the villages with higher achievement level had higher public participation level. Villager's knowledge about the guide plan before implementation and the objectives of guide plan with (R= 0.78 and R= 0.72 respectively) were other important factors in the achievement level of plans. This means that if villagers know more about the plan and its objectives, probably, they might have more cooperation in the implementation process of guide plan. The last factors examined here was the size of the population. It appears that villages with medium or smaller size population have had a better achievement level. This could be related to the smaller amount of physical activities in smaller villages and the possibility of higher cooperation compared in them compared with larger villages.ConclusionThis article analyzed the influencing factors in the success of the implementation of rural guide plans in the east of Guilan Province, Iran. The main findings of the research are: 1) the geographical location of villages and their distances from cities are found significantly correlated with the degree of the success of rural guide plans. 2) Villages located in the mountainous areas with medium size population and farther from cities seems have been more successful than those located in the plain areas, closer to cities and with bigger population. 3) The knowledge of rural residents from guide plans and their participations in the preparation and implementation of rural guide plans were other important factors in achievement level rural guide plan in the study area.Keywords: Rural, Rural Guide Plan, Performance Plan, Factors Geography, East, e Guilan
