Financial reporting is regarded as a reassuring link between the providers of financialresources for city management and urban managers. Although financial sustainableresources are necessary for financing the expenses of managing the city and it isnecessary that a considerable financial transaction be made from central government tothe municipality or any other service-providing organization, the experience of othercountries, especially the developed ones, indicate that moving towards providingsustainable financial resources for managing the cities has gained such a status that it isnot easy to ignore it. The current article, first, the concepts of financial clarity andfinancial reporting are introduced and, then, the importance of trust-building forcitizens and investors is investigated, and, at the end, issues in domestic and foreigninvestment and the role whereof on providing financial resources for municipalities areexplicated. The present research is descriptive, method-wise, the purpose of which is toindicate the effect of financial clarity on attracting citizens and domestic and foreigninvestors for financing urban services and projects. The results indicate that financialclarity in organizations better enables domestic and foreign investors to decide oninvestment in the city and that the citizens would take a more active role in managingthe city.

The development and the promotion of the quality level of urban life constantly require expenses and large-scale investment and in order for the urban management to provide them, some issues need to be resolved. Such expenses, in different countries, are usually financed through two methods, sustainable and unsustainable. One of the sustainable methods of financing the expense is utilizing the participation of the private sector, especially in the foreign direct investment. The article has investigated into the foreign investment as one of the participatory methods of the economic development of the city and financing the expenses of the municipality. The research method is descriptive-analytic and the instrument for collecting the data is the study of the deeds. Moreover, in this article, the scope and the importance of foreign investment in the economic development and growth have been probed and, eventually, practical strategies for the improvement of the foreign investment status will be introduced. According to the investigations made in this article, foreign investment, as one of the main aspects of sustainable obtaining of the revenue for the municipality, is put forward. With regard to the practical strategies for the development of foreign investment, the effective factors for attracting it are the betterment of the atmosphere of business in the city, organizing international seminars on foreign investment, FDI database in the cities, constant supervision of the approved foreign investment plans, and the efforts for resolving the existing problems.

Local governments, especially the municipalities as operational organizations of managerial section in public sector, are in need of providing sustainablefinancial resources. From among the methods of providing sustainable financial resources in institutionalization of social responsibilities of urban management, such issues as utilizing the potentials of the private sector, using new instruments for providing finance, making use of the potentials of financial institutions of the nation, and designing patterns for attracting financial resources could be mentioned. The fast-paced increase in urban population and assigning some of the responsibilities of the government to municipalities would result in a drastic rise in the financial requirements of the municipalities. What comes of note is achieving a sustainable pattern for economic resources to provide the finance for the common and developmental costs the cities require, enabling them to pave the way for making investment in the system of urban development infrastructure and the related welfare services possible; an issue which is always one of the main concerns of the urban managers. As in addition to the limited financial resources coming from managerial and services income of the municipalities, being dependent on such resources and failing to apply financial cooperation system, all in all, could end in a gap between city management system and the citizens. In this article, attempts have been made to investigate the role of providing sustainable financial resources in the improvement of income resources of urban management, utilizing descriptive-analytical methods. To this end, first of all, an investigation is made into the income resources of the municipalities of both the developed and developing countries and a comparison is made between the municipalities of the mentioned countries and those of Iran. Then, an assessment is made in the role the sustainable financial resources play in providing the finance for urban projects through incorporating public-private cooperation in different areas of activities in the cities and in the access of the institution of municipality to sustainable income. The article concludes with putting forward strategies for reforming the income system of municipalities emphasizing the city of Tehran.
