    Introduction

    Resilience as a counterpoint to vulnerability can reduce the vulnerability of various natural, man-made and technological threats in complex technical systems. The present study was designed and conducted with the aim of comparative assessment of the vulnerability of the gas supply network to natural and technological threats.

    Method

    This study was carried out in the form of a descriptive-analytical and cross-sectional study in Tehran metropolis gas supply network including town board stations, gas supply and distribution networks in 2019-2020. This study is based on vulnerability analysis method including three factors of likelihood, severity of consequences and the degree of preparedness for threats. Comparative vulnerability assessment in these three sections of the gas supply network was performed using IBM SPSS software v. 23.0.

    Results

    The findings showed that out of eleven identified hazardous elements, the vulnerability index for three hazardous elements were estimated in the weak level threat, four hazardous elements in the medium level threat and the vulnerability index for four hazards were aevaluated in the severe threat. The results of comparative vulnerability assessment based on three parts of the gas supply network showed that the highest vulnerabilities belong to the gas distribution network (133.66±24.63), gas supply network (115.0±35.35) and town board stations (79.49±68.51), respectively. In addition, the results of Kruskal-Wallis test showed that the vulnerability difference in these three sections was not significant (p>0.05).

    Conclusion

    The findings of the comparative assessment of vulnerability between   different parts of the gas supply network including town board stations (TBS), gas supply and distribution network indicated that the resilience of these parts were relatively low and require special attention to reduce vulnerability in the Tehran metropolis gas supply network.

    Background
    According to national laws and world experiences; provision, maintenance, and improving citizens’ health are considered to be the essential functions of municipalities as a “social institute”. In order to equitably promote health conditions at urban level, particularly in marginal areas, since 2004 targeted efforts have been implemented in the municipality of Tehran metropolis. This study was intended to identify and analyze these targeted measures and tries to analyze health interventions in a conceptual framework and propose a future path.
    Methods
    This is a qualitative study with content analysis approach. Reviewing documents and structured interviews with national health policy making and planning experts and executive managers of 22-region municipalities of Tehran metropolis were used to collect data. The data were analyzed on the basis of conceptual framework prepared for urban health in 4 domains including municipal interventions, goal achievements, drivers and obstacles of success, and the way forward.
    Results
    From the viewpoint of interviewees, these new health actions of Tehran municipality are more based on public participation and the municipality was able to prioritize health issue in the programs and policies of Tehran city council. Tehran municipality has accomplished three types of interventions to improve health, which in orders of magnitude are: facilitative, promotional, and mandatory interventions. Development and institutionalization of public participation is the greatest achievement in health-oriented actions; and expansion of environmental and physical health-oriented facilities and promoting a healthy lifestyle are next in ranks.
    Conclusion
    Since management alterations seriously challenges institutionalization of actions and innovations especially in the developing countries, it is suggested that mayors of metropolitan cities like Tehran document and review municipal health measures as soon as possible and while eliminating overlapping of interventions with other sectors, design and approve the charter of “health promoting municipality”. The most important role of municipalities in this charter would be coordinating health improvement of citizens. This charter, when approved as a national policy could be used for other cities too.

    زمینه و هدف
    آلودگی هوا، تهدیدی جدی برای سلامت عمومی و محیط زیست است. جهت کاهش اثرات ناشی از آلودگی هوا باید پارامترهای موثر در آلودگی هوا را به خوبی بشناسیم، از جمله پارامترهای مهم در تعیین میزان آلودگی هوا داده های هواشناسی است. هدف از این تحقیق، مطالعه بررسی روند تغییرات پنج آلاینده شاخص آلودگی هوا و ارتباط آن با داده های هواشناسی در تهران طی سال های 88-1380 است.
    مواد و روش ها
    این مطالعه از نوع توصیفی تحلیلی است. داده ها از ایستگاه سینوپتیک سازمان هواشناسی و ایستگاه های شرکت کنترل کیفیت هوای شهرداری و سازمان حفاظت محیط زیست گردآوری شده و چگونگی روند تغییرات غلظت آلاینده ها و داده های هواشناسی و ارتباط آن ها با نرم افزار آماریSPSS مورد تحلیل قرارگرفت.
    یافته ها
    در این مطالعه مشخص شد که در طی سال های مورد مطالعه بر مقادیر غلظت آلاینده O3 افزوده شده و می توان آلاینده مذکور را آلاینده مسئول افزایش شاخص استاندارد آلودگی هوا در طی سال های اخیر دانست. همچنین از دیگر نتایج مهم این تحقیق می توان به روند کاهشی آلاینده (CO، NO2، SO2 و PM10) در طی سنوات مورد مطالعه اشاره نمود.
    نتیجه گیری
    طی سال های فوق کیفیت هوای تهران از نظر آلاینده های CO، NO2، PM10 و SO2 بهبود یافته، در حالی که غلظت آلاینده O3 رو به افزایش بوده و از وضعیت استاندارد فاصله داشته است. با توجه به ارتباط معنی دار بین برخی از پارامترهای هواشناسی و آلاینده ها، مشخص گردید که متغیرهای هواشناسی می توانند در میزان آلایندگی هوای شهر تهران موثر واقع شوند.

    Background And Aims
    Air pollution is a serious threat to public health and environment.Factors contributing to air pollution have to be identified in order to reduce the corresponding effects. Meteorological data are among the noteworthy factors in determining the severity of air pollution. This study was conducted to investigate the trend of five criteria pollutants in air quality index and to find their correlation with meteorological data in Tehran metropolis during 2001- 2009.
    Materials And Methods
    During this descriptive-analytical study, the required data were obtained from Air Quality Department of Tehran’s Municipality, the Environmental Protection Agency and also from the synoptic stations of Meteorological Organization. SPSS software was used for data analysis. The trends in concentration of studied pollutants including: CO, PM10, SO2, NO2 and O3, as well as meteorological data and their correlation were indeed considered.
    Results
    The current study found that during the studied period, the concentration of O3 shows an increasing trend. Therefore, this pollutant could be a major factor, if not the only one, raising the index of air pollution in recent years. Another important result of this study can be cited to decrease in concentrations of CO, NO2, and SO2 during the years of present study.
    Conclusion
    Our findings revealed that although the air quality in Tehran has improved in term of particulate matter, SO2 and NO2 during the period of study, however the concentration of ozone has increased beyond the standard. It was also possible to draw a meaningful conclusion relating to the impact of some meteorological parameters in air pollution.
