Methodology/Approach: This research uses a descriptive-analytic method and is based on available records and library resources، especially newspapers. Conclusions are made after studying and analyzing the collected data.
Findings
The findings show that members of the first National Consultative Assembly approved the Baladiyeh law in a specific period after a great deal of discussions. Instituting the Baladiyeh Assembly in some cities of Iran led to the formation of one of the most important civil institutions. Tabriz – with its special geographical location، modern-thinking scholars، and people who opposed government policies - was one of the few cities which instituted Baladiyeh Assembly in Iran. Despite the expectations which this city created، the Baladiyeh Assembly faced much ignorance. However، the assembly succeeded in solving some livelihood and welfare problems of the people. These included regulating the price of food، repairing streets and alleys، and health and treatment activities.
