New social movements and challenges police

The Social movements are counted. The phenomena of modern world, the Increasing cultural and social changes in the last decades have brought various ranges of social movements in modern societies. The challenges and issues such as women problems, student actions, ethnic problems, democratization, new life styles, environment, and generation gaps are known the most important, movements whose views are observable in Iran. After 1970 and 1960 incidents in Europe and also the increasing changes of communications field and political development, these movements have emerged in new forms. If the traditional movements, in the form of organized, aimed the focuses of political Power, so the modern movements are unknown nature, shapeless flowing and recoverable that affect on society's microcells and consider producing and reproducing discordants, values, phenomena and especial small-cultures, and then aim cultural identities. The main question in this study is that how these movements should be managed. In this direction, the subject matter con be corrtsidered using the theories especially those of Alen Tourain and Alberto Melloehi. Data were gathered in documentary method, then aralysed in deductive method. The hypothesis is that new social movements use soft manners and tools so they counted as soft threat from view point of police, thus they can be controlled and managed using soft manners and devices.The analysises indicate- that the role of police power should not be weak in keeping discipline and mamaging these movements strategies, but it can be effective to use legal force using informations conflict structure specialization, using preventive strategies, paying attention to negotiation,
