Modus Operands for combating Bureaucratic Corruption Based on Islamic Values

The main question of the present research is: what are the Islamic value-based modus operands for combating bureaucratic corruption? The approach of Islamic values, which emphasizes on the theory of limitations, is based on the managing passages of bureaucratic corruption which represents the theoretical framework of the research. The research uses a deductive method while observing the principle of precaution in conducting religious research projects. The studies show that monopoly, non-accountability, lack of meritocracy in selections, lack of social accountability among citizens and lack of transparency in bureaucratic system are the factors of the passages bureaucratic corruption. The modus operands for combating bureaucratic corruption are as follows: reinforcing inner and social control, improving the welfare of the official in bureaucratic system, institutionalization, transparency-orientation, paying attention to official's standard of living, promoting sense of duty as one's cultural element, and reviving the sense of social accountability.
