Challenges in fighting against trafficking heritage and cultural arts

Opening borders, wars, poverty, and developments in arts markets are the factors of trafficking cultural arts which, after trafficking of narcotics, have the second rank in illegal activities. For this reason, to study regarding the extent of administrative facilities in countries to combating against these phenomena and to assess their effectiveness are essential, that's why having international cooperation in this regard is very important. Considering interest war among the countries which are involved in exporting and importing cultural arts and, at the same time, existing different judicial systems on protecting from cultural heritage in the countries, only international cooperation can increase the national legal acumen in this issue. The main reasons for some problems in this area are: lack of balance, existing conflicts in understanding the key contexts, lack of effective tools for combating against trafficking. Transnational judicial orders and approving international treaties such as UNESCO convention in 1970, and currently the convention of unique rule on extraditing the stolen cultural arts or the arts which have been exporting illegally, are very effective in converging the rules and regulations.
