Abstract:
One of the Tangible and very clearly phenomena that is seen after the change of the political system, and more than a decade, America and NGO presence in Afghanistan is pervasive and profound cultural changes. These changes, in some cases, are so deep and widespread that if it is known as the result of orchestrated and deliberate and planned actions will be considered more realistic than if it is known as a Typical changes. Therefore, the first things that comes to mind in facing to these changes, is the question about strategies that give such an outcome and led to this final. This article aims to answer such questions, and by the analysis of documents in this field, has concluded that there are both direct and indirect cultural strategy for America and NGOs in Afghanistan, and the presence of numerous international NGOs in Afghanistan, is actually a glamorous form of indirect cultural strategy of America. Therefore, we can say that the changes are intentional and planned, not spontaneously and involuntary, and happened by the specific measures that have been interpreted: America's and NGOs cultural strategy.
