The Elite and Abortive Attempts to Reconstruct Afghanistan

Abstract:
As an under developed country, throughout its contemporary history, Afghanistan has made serious attempts of development and reconstruction, but all its efforts have failed, so far. Therefore, the explanation of these abortive attempts has a special theoretical and practical importance. This research critically deliberates on the secrets behind the serious of failure from a particular view e.i. from the view of the ruling elite. According to the research findings the reconstruction attempts in Afghanistan started by the commands of the ruling elite and it because those in authority were engaged in this project, it was plagued by delays. As a result of the slow process, emotional attitude, hasty and unrealistic decisions and adoption of ever-changing and paradoxical models for performing this task, the efforts have not only been futile, but they also prepared the ground for creating reactionary movements in Afghanistan.
