Role of Comprehensive Decentralization in Realization of Efficient Local Government

Current study, assuming desirability and forcibility of the policy of maximum decentralization of official-political wills, tries to cultivate the reasons of existence of this thought from general law data. Afterwards, considering the challenges which are in fact obstacles for role-playing of citizens in the context of master political-official policy makings, the article aims at apply the results of the study in realization of an efficient and democratic local government under the policy of complete decentralization of wills considering the forms of governments. Based on this article’s findings, main characteristic of efficient local government is that ensures and empowers the process of encouragement of citizens in general areas, giving them the most possible powers and wills in political and official decision-makings. Therefore, the current study investigates the subject applying a historic-analytical approach to prove the claim.
