Competency Model of Islamic Republic of Iran's Based on 2025 Vision Plan

Abstract:
Objectives
Existing competent administrators in the public sector is one of the most crucial requirements for effective implementation of Iran's 20-year vision plan and accomplishing its aims. The study has developed competencies required by public administrators for accomplishing aims defined in the plan. Method
In terms of the research purpode and data, this research is an applied study using mixed method (qualitative and quantitative). In qualitative step the proposed model has been developed by studing the content of the vision plan during three ordinary steps: description, analysis and interpretation of data. In quantitative step the developed model has been tested by path analysis through Lisrel software. Results
These specified competencies have been classified in three main categories: personal (attitude-oriented and behavioral), job-related (knowledge-oriented and skill-oriented) and value-based (islamic and organizational). Among which, value-based, job related and personal competencies have ordinary the most influential effect in these model (0/92, 0/85 and 0/78). Conclusion
Developing public administrators competencies has a considerable effect on accomplishing the aims of 20-years vision plan. Evaluating and developing these copetencies should be a general priority in selection, placement and performance assessment of the administrators.Keywords:
