Theoretical Analytic Model of Strategic management of cultural and social changes based on ICT Development in IRI

Abstract:
ICT as a multipurpose and emerging technology has a very large domain and strongly affects social, cultural, economical and political domains of the society. IRI, like other countries, tries to make the best out of this technology and its development is emphasized in policies. This paper studies the effects of ICT development on social and cultural domains and presents a theoretical analytic model of strategic management of ICT development. To this purpose, sociology and humanities studies as well as technological trends have been reviewed and cultural and social components have been extracted. The presented model is based on the government missions and is in line with ICT development and Islamic progress considering enviromental studies at present and in the next five years. Theoretical model of social and cultural changes is a future based model paying close attention to the trends of modernism, postmodernism as well as technological development. The results of the study elaborate on providing basic needs of ICT developments, cultural innovation system and digital justice.
