Designing a Change Pattern for Iranian Public Administration, Based On Strategic Requirements

This paper offers a pattern for the transformation of Irans public administration toward the fulfillment of the objectives set forth in the upstream documents of the country. In this Pattern, strategies which serve as independent variables are classified in five dimensions: value- cultural, social-communicative, political, economic, and technological. Dependent variables of the present pattern include structural and functional components of public organizations. Relations between independent and dependent variables were specified in a questionnaire submitted to key informers. The results of the questionnaire have been analyzed by nonparametric methods (binomial test, Friedman, Kruskal-Wallis). Operational pattern has been evaluated within parameters such as possibility of achieving the strategic objectives, foundation, scientific robustness, elegancey, efficiency and was approved by key informers. According to the pattern, developing of E-Governance system and the promotion of the structure of communication networks among public organizations with one another and the people, by changing of structural and functional components will result in serving better public services and satisfaction of the citizens. The impact of privatization, job classification into political and professional management, Transfer of some functions of government regulation and supervision to NGOS, reducing hierarchy and the correction of macro-organization of the executive agencies and ministries, on the structural and functional variables, have been approved. The Impact of outsourcing on the reduction of the number of government organizations employees, and the impact of the strategy of operational budgeting on providing new services and superior quality have been verified. According to the pattern, Value- cultural strategies which are based on Islamic values, can enhance the growth and self-fruition and empowerment of the employees, meritocracy, accountability, participation, accountability, self-control and self-guiding, service, cooperation, humanism focus on human dignity, contentment and competition for doing good among government organizations.
