Status of Doctrine Responsibilty to Protect In Syria Chaos

Abstract:
The doctrine Responsibility to Protect is the result of human catastrophes which are raised by systematic breach of human fundamental rights in decade of ’90 and also it rose from the activities which are reasons of intimidation against peace according to the Security Council Resolutions. Therefore pursuant to the General Secretary of United Nations report, the Responsibility to Protect is approved according to the paragraphs 138 and 139 of the Declaration of the Heads of States in Ordinary General Meeting in 2005, finally.
In Syria Case, regarding to what we know from February 2011 till these days, it shows us a huge breach of systematic rights against Syrian by some of the governmental forces and armed groups of opposition.
In accordance to the principal duties of Security Council to provide the international peace and security, unfortunately and perhaps for the reason of no consequence between the permanent members ; they protect the disabilities for the enforcement of protection responsibility and accordingly, frequent breaches and catastrophic violation of fundamental human rights of Syrians.
