The study of the first electoral law and the quality of the establishment of the first Constitutional parliament

Abstract:
One of the most important subject in the pathological study of the Constitutional system is the quality of codification and enforcement of the first electoral law and then the effect of this law on the first Constitutional parliament. The importance of the study of this subject is due to its effect on the destiny of Constitutional regime. In this direction, the subjects, such as the quality of compilation and enforcement of the first electoral law and its effect on the firs Majles, will be investigated.
Hence, the main question is that, the first electoral law encountered-theoretically and practically- what obstacles and defectiveness? And that, the new parliament- affected by these defectiveness- in its process of establishment, encountered what interior problems? The study of these topics is very important, because they could have a prominent role in the consolidation of Constitutional regime. Study of these questions will appear that the Constitutional system encountered, from the beginning, many obstacles and it was not be able to dominate theme. The difficulties and the obstacles that resulted finally in its collapse.
