Development , Employment and Industrial development

Abstract:
Whenever employment is brought forward as a social problem , it invariably result in the fact that the country does not encounter potentially or at least in a qualitative way any human resources . If therefore , some arrangements are made for the plans to be executed for national economic development and consequently the associated institutions and entities are formed and operated the employment problem would be decreased to a large extent. Considering the fact that human resources play a qualitative role and taking into consideration the leral of knowledge , skills and cousciousnesses of human resources (HR) and their developing roles , no human is no loger regarded as a tool or instrument but is constructed as a capital , asset and a focus of development and enhancement. On the other hand , as the subject for discussion on development has taken a serious from in different countries , many definitions and interpretations have been made for it such that some of them can be scrutinized and made to provide some guides to us. As an example , we can say that development is equal to speedily increase national production or it is equal to optimize the use of potentially material and human forces in a community . Thus , according to the requirements which govern in some countries including in our country , dealing with the industry and accepting the fact that industrial development is a driving engine for economic development , can not be disputed at all , although the role of government must also be played in such a way as true course for industrial development would be widened as extensively as possible.
