Mutual duties and of the affected state and international organizations in natural disaster relief

Today Human Rights has a deep attention to issue of protection of people affected by natural disasters, because such incidents occur every year around the world and bring with themselves a lot of human and financial losses. Nevertheless, this issue has become a challenging discussion in relations between governments and individuals, as well as in relations of international relief organizations with affected states. The question we have been seeking in this reaserch for its answer, is that what is the nature of the protection of people against natural disasters, and if such protection is a fulfillment of human rights, is it only should be asked from the government, or that it can demand also from the international community, and in particular from international relief organizations? Based on the results, the affected state has a main task to protect of victims of natural disasters, and of course, in the case of inability or unwillingness of the government to give an effective relief and occur a violation to the fundamental rights of victims, then the international community will be responsible to protect them, via international relief organizations.
