Introducing a Combined Technique with the Purpose of Improving the Performance Management system of Iranian Government Agencies Based on Administrative Reform Roadmap

Abstract:
The goal of the administrative reform roadmap that has been conducted in 8 plans is steering administrative system to productive system based on Islamic values. In this research, by considering the strategy map, that is the foundation for Balanced Score Card (BSC), the strategic objectives are arrenged. These strategic objectives are in turn based on 8 plans of administrative reform roadmap. Then for identifying the cause and effect relations of each objective, the Fuzzy DEMATEL technique is used. So the most effective and the most impressible objectives are identified and weighted. In second step, the general performance evaluation criteria of government agencies that are defined in following of each objective are scored on basis of Fuzzy Analytical hierarchy process technique (FAHP) by implementation of Super Decisions software. Based on these results, system is created for performance evaluation of government agencies that their measures will be valued based on the strategic objectives of the administrative reform roadmap.
