Design and Explanation of the Human Resources Indifference Model of Government Organizations as an Obstacle in the Way of Realization of Resistance Economy Model
By announcing the general policies of the resistance economy by the Supreme Leader and his emphasis on activating all human and scientific capital of the country in order to have strong human resources, and a resolute resolve to make progress, once again the importance of paying attention to the human resources of the country became evident at this time. Meanwhile, organizational indifference is one of the most important issues of human resources which bind most of the government organizations in the country and making it difficult to achieve the goals of a resistance economy. In this research, the researchers intend to investigate the causes and roots of the emergence of organizational indifference based on different perspectives, by using interpretive structural modeling method to explain organizational indifference behavior. For this purpose, by analyzing and reviewing the literature, and by means of content analysis and semi-structured interviews with experts and specialists, effective factors in explaining organizational indifference behavior were identified. Initial results resulted in the extraction of 280 open codes, 60 basic contents and 10 organizing contents in explaining organizational indifference behavior. Subsequently, with the application of interpretive structural modeling, these factors were classified into five categories. In the following, after determining the levels of each of the factors and also considering the matrix of final availability, the final model of organizational indifference for human resources was drawn.
