Abstract:

The aim of the present study was to Identifying the Causes of Organizational Whistleblowing and the Reasons for Non-Whistling in Government Organizations that was done via sequential-explanatory mixed methods design. Participants in the qualitative sector were managers and employees in public that 75 people were selected as participants using purposeful sampling method. The statistical population of the quantitative sector included employees in governmental organizations in Semnan that 157 people were selected as sample through simple random sampling method. Analyzing the data in qualitative sector leads to the identification of 32 basic contents in the context of reasons for the employees’ whistleblowing that were organized into six organizer contents (health-centered approach, benefit-seeking approach, justice-seeking approach, ethics-oriented. approach, task-oriented approach and vindictive approach) and 26 basic contents about unwillingness to blow the whistle were identified which divided into four organizer contents based on semantic similarity (organization-related factors, discloser-related factors, exposure related factors, infringement-related factors). The results of the quantitative sector show that justice-seeking, ethics-oriented, health-centered, benefit-seeking, task-oriented and vindictive approaches were the most important reasons for the decision to blow the whistle respectively and exposure related factors, organization-related factors, infringement-related factors and discloser-related factors are the most important causes of silence against observing inappropriate behaviors, respectively. The ranking of items related to the causes of whistleblowing indicates that the prevention of repetition of infringement and feeling of injustice to oneself and sense of responsibility are considered as the most important causes of whistleblowing and disappointment of executive guarantee in case of disclosure of infringement, high influence of the offender and lack of organizational support for whistleblowers are considered as the main reasons for silence against infringement.
