Providing an Effective Executive Model of Human Resource Management in Higher Education
The purpose of this study is to provide an effective model of human resource management in higher education in the province of East Azarbaijan. This research is applied in terms of purpose and in terms of combined method of qualitative and quantitative methods (mixed). The statistical population of the research was in the first stage (qualitative approach) of 24 experts and elites of the field of human resources management, which were selected using snowball sampling. In the second stage (quantitative approach), queue managers and experts in higher education in East Azarbaijan selected by proportional selection of stratified sampling. The research instrument was interviewed in the qualitative section and in the quantitative part of the questionnaire. The data were analyzed by SPSS and PLS software. By encoding the resulting data, a list of dimensions and components of human resources management were identified. The results indicate that there is a significant difference between the existing and desirable aspects of electronic management of human resources. Also, the results of the comparison of means showed that the role of electronic human resource management on the effectiveness of the higher education system is very high. In the meantime, cultural factors have the highest impact, and technological, structural and strategic factors are in the next order, respectively.
