The Model of Paradigm Permanent Tourism Development(Based on Data-Based Induction from Statementsby the Supreme Leader)

The present study examined the Supreme Leader's questions regarding permanent tourism development and, using the data based and exploratory theory, tries to provide a comprehensive picture of these statements in a form of the causal factors, predisposing factors, interventional factors, Strategies and implications of permanent tourism development. The statistical population of the research includes the statements of the Supreme Leader of the Islamic Revolution related to the subject of the research during the years 1370 to 1397. Among them, by the theoretical sampling method, 80 propositions from 50 of these statements have been selected and through of codding them, 189 primary concepts (open source) have been identified. Then, by concerning the common contents of these concepts, 41 sub-categories and 16 major categories produced. In the following, the findings of the research based on a paradigmatic framework has been linked by using the main categories including the causal categories (tourism places and geopolitical position of Iran), the phenomenon based (permanent development of tourism), thematic categories (participation and cooperation of tourism stakeholders, education of tourism industry), Interventional categories (sense of tourism location and good governance in tourism), strategies (tourism planning, tourism policy, tourism marketing, tourism resource management and tourism monitoring and evaluation) and outcomes (permanently of tourism resources, conservation of tourism resources, preservation of social identity and welfare and quality of life). The results of the research show that the successful realization of permanent development of tourism requires a combination of vision, policy, planning, management, control, monitoring processes and coherent social learning that the active participation of society can realize its effectiveness. Achieving to this goal, requires strong political leadership to ensure the broad participation of stakeholders and to build a public consensus.
