Nature and nurture ; New implication of an old story for public policy
The Policies normally reflect and flow from views about human behavior held by those charged with setting these policies because the measures proposed to deal with different problems are embedded in the conception of human nature or nurture and a set of assumptions about the consequences of government efforts from encouraging to prohibiting a given type of human behavior.
