Factors influencing Implementation Entrepreneurial Talent Management In municipalities
This exploratory research identified factors affecting the implementation of entrepreneurial talent management in municipalities. Data were collected by a literature review and interviewing 45 experts in the field. The influential factors were presented as 11 components of perceptual skills, decision making, social intelligence, change leadership, consequentialism (performance management), people management, sustainability and accountability, adherence to ethical principles, complexity, recognition and focus, and 57 indicators. The validity and reliability of research instruments were confirmed by Cronbach’s alpha, AVE, CR and CVR methods, and data analysis was carried out in SPSS and AMOS using descriptive and inferential statistics. The indicators of organizational authority, organizational change, teamwork, superior management and organizational commitment were eliminated by applying the Fuzzy Delphi method in two stages and analyzing the responses of experts via a census technique due to the disagreement of most experts. The confirmed indicators could be used in technology-based programs implemented in talent assessment centers.
