Assessing the causes and consequences of failure in the integrated management of the capital green belt with emphasis on the principles of the comprehensive plan of Tehran
The purpose of this study is to evaluate the causes and consequences of failure in integrated management of the Tehran City Green Belt with emphasis on the comprehensive plan of Tehran. The hypothesis of this study is that the formation of the current unhealthy situation in the city of Tehran Green Belt is the result of a series of failures at different levels of management and on the other hand, this situation itself produces a series of consequences on the body and soul of Tehran. The present study is in the category of qualitative research in terms of method. The main tool for gathering information was in-depth interviews with experts. A total of 31 interviews have been conducted with urban planning experts who have a history of executive and research activities in the field of city green belt, and the findings of the interview have been analyzed through the Grounded Theory. The findings of this study show that the main causal conditions include content and structural dimensions, while the main underlying conditions include procedural dimensions. The intervening components of this research are corruption, politicization, and political pressures, while the main strategies for reforming the city green belt management system include operational, legal, and managerial strategies that, if used, can have positive consequences in the national and metropolitan areas.
