Providing a model for evaluating and selecting innovative ideas proposed by knowledge-based companies to the defense industries

In the current situation, innovation in defense products, which plays a key role in defense deterrence promoting, is an important necessity for the defense industry. The specialized ability of knowledge-based companies in presenting innovative ideas and the desire of the defense industries to use the existing capacities in the country and invest in them, as a turning point in the development of the defense industries, is seriously considered by officials and managers of these industries. The purpose of this research is to develop a model for evaluating and selecting innovative ideas proposed by knowledge-based companies to the defense industries. Since both the idea and the company presenting it are important for the defense industry, the proposed model of this research evaluates the idea and the company presenting it. First, by reviewing previous research and obtaining the opinions and suggestions of senior managers, designers and experts of defense industry research and development centers and using fuzzy screening technique, the main criteria and sub-criteria for evaluating ideas and companies were identified. Then, using the fuzzy AHP, the relative importance coefficient of criteria and sub-criteria, was determined and was presented the final evaluation model. The evaluation and selection process was also presented in the form of a conceptual model. The results showed that compliance with strategic goals has the highest importance and financial and economic measures, has the least importance in evaluating innovative ideas. Also, the criteria of the company's background and its financial transparency have more and less importance in the evaluation of companies, respectively.
