Investigation of factors affecting the knowledge management system design in law enforcement agencies

Knowledge and knowledge management are new identities in contemporary organizations. In other words, the effective management of organizational knowledge, ensure the effectiveness, efficiency and increase the productivity of an organizations and helps to increase knowledge and employees understanding of the organization and ultimately improves performance of the organization. The development of knowledge in organizations, create a new identity called knowledge-based organizations. The results of the studies show that law enforcement agencies perform in different ways in the direction of a knowledge base and knowledge management. Using conventional models in these organizations did not work anymore, and need to respond to law enforcement agencies to design new models of knowledge management. In this paper, we analysed the available models and knowledge management systems in the police organisation of several countries to provide a new model of knowledge management for law enforcement agencies. First, based on interviews with experts and also library studies, the effective components to knowledge management extracted according to the concept and target indicators in each component and the factors named, and finally questionnaires were prepared to identify the impact of their operations. Then factor analysis was used to identify and categorize the key factors affecting the knowledge management system which included proponents, knowledge management processes, IT infrastructure, environmental variables, and research results. Finally with using path analysis, the relationship between these variables and their impact on each other and on the realization of the model results was shown. The results of this research and application of this model will help police managers to move towards the implementation of a knowledge management system by focusing on key factors.
