To develop and validate a stakeholder participation model in public policy-making in the Food and Drug Administration.

In the quantitative phase, the structural equation model was used for validation through SmartPLS software. The content validity of the questionnaires by experts, the construct validity by factor analysis and the reliability of the questionnaire by Cronbach's alpha test were calculated to be 0.70 and all were confirmed.
In the qualitative section, 103 basic themes, 20 organizing themes and 5 comprehensive themes were extracted to model the model. The results showed that all the indicators identified in the model of stakeholder participation in public policy in the Food and Drug Administration, approval and the GOF value of the general model is 0.625, so the model has a good fit.
By implementing the model, the participation of stakeholders in public policy making in the Food and Drug Administration can be increased and practical policies can be formulated and fully implemented.
