A Qualitative study of the underlying factors of Law-Breaking in Ahvaz city offices
One of the main concerns of all governments is the institutionalization of law in the office structure. But in reality, depending on the circumstances of the countries, there is always a degree of Law-Breaking. Therefore, the main purpose of this study is to investigate the underlying factors of lawlessness in Ahvaz city offices.
This research method is qualitative . The technique of in-depth qualitative interview has been used to identify the underlying factors of Law-Breaking. Theoretical saturation was obtained through interviews with 27 employees of different offices. Data were analyzed based on Thematic analysis method, which finally extracted five main themes.
The findings indicate that the five factors of ethnic relations network, weak organizational Supervision, reducing the ugliness of Law-Breaking, weak organizational commitment and the involvement of political forces have a major role in creating Law-Breaking in Ahvaz city administrations.
The conditions indicate a high level of Law-Breaking in Ahvaz city offices. According to the obtained factors, it is necessary to consider issues such as the governance of citizenship relations at the society level, strengthening organizational Supervision in quantitative and qualitative dimensions, Strengthen the values associated with legality and institutionalizing scientific management Keywords: Law-Breaking, ethnic relations, reducing the ugliness of Law-Breaking, weakness of supervision and organizational commitment, involvement of political forces
