Complexities of Identifying Public Issues in Iran with a Grounded Theory Approach
What the government decides to do or does not decide to do is called public policy. This process begins with identifying the issues and its focus is on identifying the issues that affects the general public. This research provides a model for identifying public issues with the grounded theory approach in Iran. In this research, foundation data theory has been used and 15 interviews with policy experts have been conducted. Data were analyzed by open, axial and selective coding and the research model was presented. Data analysis led to 122 concepts and 23 categories and the formation of the grounded theory model. The results show that the causal conditions include categories of general sensitivity to the subject, cost incurred due to the existence of the issue for the country, The geographical scope of the subject matter, and emergencies and natural disasters and stakeholders including legislators and government officials, political actors, non-governmental actors, mass media, and universities and research institutes in the public space of the iranian calligraphy system, including intellectual currents and mental models of calligraphy. Consultants, political and security currents, social, cultural and religious conditions, economic and technological conditions, foreign and international currents, and organizational and administrative currents influence the identification of public issues in iran.
