The effect of pandemics on the implementation of International Humanitarian Law:A study of the situation resulting from the Covid-19 virus
The link between armed conflict and epidemic-related conditions begs thequestion of how and to what degree the implementation of the Internationalhumanitarian law commitments is influenced by the presence of suchcircumstances. Humanitarian norms, whose principal objective is to protectindividuals and objects by regulating the conduct of hostilities and limitingthe parties to the conflict in their choice of means and methods of warfare,require a review of purely military judgments in the situations resulting fromwidespread diseases, particularly in the case of medical personnel working inhospitals and centers who, despite their dual purpose, have a direct impacton the fight against the disease.
