The main purpose of this study is to identify the factors affecting the creation of a decision support system to measure organizational performance and organizational innovation based on intellectual capital with the mediating role of knowledge management based on Grounded theory approach in software development companies in Iran. The qualitative part approach is based on grounded theory. The data collection tool is a semi-structured interview with 15 experts in the field of software production. . The central category is the decision-making system, and according to the causal conditions, background conditions, intervening conditions, strategies and results, the final model was developed. Then, by Delphi research method, a questionnaires was signed and the initial model were modified and approved by experts. In the model test, research hypotheses were developed and to test them, a questionnaire was designed and information was collected by 323 senior experts and managers. Data collection and analysis and hypothesis testing with confirmatory factor analysis and structural equation methods was done using PLS software. accepted. The results of the quantitative stage showed that the relationships in the model were confirmed with appropriate effect coefficients and were consistent with the qualitative part.
